Isaiah 21:14

The inhabitants of the land of Tema brought water to him that was thirsty, they prevented with their bread him that fled.

Let mine outcasts dwell with thee, Moab; be thou a covert to them from the face of the spoiler: for the extortioner is at an end, the spoiler ceaseth, the oppressors are consumed out of the land.
  7. Therefore if thine enemy hunger, feed him; if he thirst, give him drink: for in so doing thou shalt heap coals of fire on his head.
  8. Use hospitality one to another without grudging.
